IEEPA Tariff Refunds

Many recent U.S. import tariffs were imposed under the International Emergency Economic Powers Act (IEEPA). Federal courts have questioned whether IEEPA authorizes tariffs at all — and if the courts strike them down, importers who paid those duties may be entitled to refunds on entries that remain open or protestable.
